NOTE: Currently, Yami no Matsuei has been missing from the Hana to Yume line up for some unknown reason (read: they noticed only now that some scenes were not particularly appropriate for a young audience). Vol. 11 of the manga was the last released, so Touda's life was stopped at the end of that volume and we have no more way to read of him and discover new info. When will he return with Yami no Matsuei new volume...?!

Touda is one of the 12 highest ranked Shikigamis, and he serves faithfully under Tzusuki and will listen only to him. Even though he is the same element as Suzaku, Touda's fire is the black flames from Hell. Since these black flames often will not stop until they consumed everything, he was locked inside Tenku (Another Shikigami in the shape of a palace.) as a prinsoner serving a life sentence. Only with the help of Tsuzuki could he have gotten out of the jail. The restraining device Touda wears is a way to help him control his powers and I think also as a safety measure placed by the other Shikigamis.
Touda does not get along with a lot of people, he and Suzaku are especially on bad terms, and after the Kyoto incident, she pick a fight with him everyday. It's only logical that Suzaku, who in order to protect Tsuzuki will do ANYTHING, will be quite unhappy (understatement) with Touda when the later tried to kill their master. Even though Touda is 100% loyal to Tsuzuki, he still kick the Shinigami around and call him names. Touda only grow interested in Hisoka because Tsuzuki cared a lot about the youngester.
The following are only guess about Touda. He is probably alienated by the other Shikigamies because of his attitute. As far as we know, Touda is not given any duties even though he is ranked so high, the only time he is put to any work is when he is connected to computers so he can anlyze their readouts. Other times he is seem wondering the hallways and rooftops of the palace. The black flames that Touda controls are the fire of hell, where the evil and bad end up. He is even referred as "a person who is guilty" by Tenku. So I guess that's also one of the reasons they locked him inside Tenku instead of exile him.

This is a declaration of loyalty from Touda, even though he should have said it more nicely. And of course in his cold way, he immediatly follow up with "I don't accept orders to save someone."

This was said when Touda revisited his old prison inside Tenku and was warned by the other Shikigami that if he betrays Asato, they will kill him. So Touda, with a almost evil smile, replied back.
"Because that’s what Tsuzuki wanted, I have to do it. Back then, Tsuzuki wanted to die. So, I tried to kill him, what’s wrong with that? You may not be happy when you are alive."
